in case you asked yourself ‘why the f*** is this guy dealing with my program icon’: i studied graphics design with focus on interfaces and thus, i'm interested in trying to improve existing designs that are imperfect in my eyes.
to bring this topic to its end, here's my suggestion for you:
keep the shadow design for the start menu icon but remove it for the task bar icon.
i made two screenshots for you to illustrate the two scenarios.
